GTIS no Med-e-Tel 2010


A Revista Latinoamericana de Telessaúde, cujos funcionários da GTIS fazem parte do corpo editorial, foi convidada pelo Frederic Lievens, responsável pela parte de mídia do evento Med-e-Tel a distribuir materiais de divulgação no evento e até mesmo disponibilizar um espaço para o banner. O evento que acontecerá entre os dias 14 e 16 de Abril em Luxemburgo, é um dos principais eventos de eHEALTH e Telessaude na europa.
A GTIS estará presente no evento com a participação da Sibele, que irá representar o secretário Marcelo.
Neste evento, o trabalho Tele-emergency, Teleconsultation and Telehomecare in Belo Horizonte: the Experience of a Brazilian City with Important Incorporation of Telehealth Resources foi aprovado para apresentação cujos os autores são: Marcelo Gouvea Teixeira, Sibele Maria Gonçalves Ferreira, Neuslene Rievers de Queiroz, Eliete Miriam Neves de Pinho e Medeiros, Renata Trad Campos, Alaneir de Fátima dos Santos.



Resumo do trabalho:

This paper aims to describe the construction of the telehealth project in the city Belo Horizonte. The incorporation of telehealth resources in Belo Horizonte began in 2003 with an important participation of the European Community countries (Italy, Finland and Denmark), in the context of the @LIS project, which was proposed to jointly build a low cost model of telehealth applicable to Brazilian public health system, focused on primary care.
The model used a 64 kbps network that connected the basic health units (BHU) with the Federal University of Minas Gerais - UFMG. The BHU’s were equipped with PC, webcam and multimedia kit, enabling the realization of teleconsultations and videoconferences every two weeks in the fields of medicine, dentistry and nursing. The family health team professionals could access and interact with university faculty in 21 different medical specialties, in addition to the areas of nursing and dentistry. This model was implemented in 14 BHU and then expanded to the entire city, later serving as a model for the Brazilian National Telehealth Project currently implemented in 900 municipalities.
At the early stage of construction of telehealth projects in the public sector in Brazil, the participation of countries with experiences in the area was important for the viability purpose, particularly by way of building international cooperation through @LIS, which, in addition to training technical groups, favored the strategy of exchanging experiences involving municipal health secretaries and mayors. The model developed with significant participation from the main public university in the state of Minas Gerais was also important to introduce a value-added high quality in the structuring of the public network.
Subsequently, Belo Horizonte started to produce distance education courses offered by the UFMG School of Medicine, in which 3D modeling, animation and videos resources are used for courses in the areas of degenerative diseases and electrocardiograms. Digital electrocardiographs are deployed concurrently with training course in ECG - 502 professionals are trained and a partnership with the University Hospital is established for ECG reports associated with online discussion of clinical cases in which ECG changes are detected and rapid intervention is required. It is also developed in the Municipal Department of Health an important pilot in the incorporation of telehealth resources on the structure of the SAMU, which allows data transmission from a multiparameter monitor (blood pressure, ECG, O2 level, heart rate and temperature) to be sent to regulating doctor of the SAMU and all emergency hospitals. Ultrasound images are also transmitted. This project is conducted in collaboration with the Ministry of Health of France - Paris SAMU, and the Brazilian Ministry of Health. In the second phase, telehealth management committees are constituted in the areas of medicine, nursing and dentistry, and emergency area, involving technical teams from the city Department of Health and UFMG. This process reflects an institutionalization of actions in the municipal office, enabling interface with health care and educational processes integrated within the scope of telehealth projects.
In the current phase, in a partnership with the UFMG School of Medicine, Belo Horizonte is hosting the Laboratory of Excellence and Innovation in Telehealth, involving 20 countries in Latin America and Europe, with the objective of boosting the development of telehealth activities in Latin America and encouraging experience exchange. It publishes the Latin American Journal of Telehealth and projects involving several countries are designed having those objectives in mind. There are pilot projects in the area of retinography for the control of diabetic patients and home telemonitoring for patients with hypertension or diabetes. In the current phase, the incorporation of telehealth resources gradually becomes part of the planning of the activities of Belo Horizonte City Health Department, reflecting the degree of awareness on the subject.
